Copyright Policy Expert Joins MPA in Dual Legal/Government Affairs Role
Terrica Carrington Has Held Senior Legal and Policy Role at Copyright Alliance
WASHINGTON – The Motion Picture Association (MPA) announced today that attorney and copyright policy expert Terrica Carrington has joined the organization as Senior Counsel & Director, Law, Policy & International. In this role, Carrington will be a member of both the MPA’s Legal and Government Affairs teams, where she will focus on copyright and other IP policy issues, including direct engagement with government officials; help manage the amicus brief program; and support the MPA’s regional offices around the world on copyright matters.
Carrington started Monday and reports to Ben Sheffner, MPA Senior Vice President & Associate General Counsel, Law & Policy. She is based in the MPA’s global headquarters in Washington, D.C., where she is well positioned to advocate MPA member studios’ key priorities to government officials.
Carrington joins the MPA after seven years with the Copyright Alliance, first as Copyright Counsel and then as Vice President, Legal Policy and Copyright Counsel. There, she represented the interests of diverse members ranging from major corporations to individual artists, including in written submissions to the Copyright Office and U.S. Patent and Trademark Office and through direct advocacy, including testimony to the House Judiciary Committee regarding the Digital Millennium Copyright Act. Carrington played a key role in the 2020 enactment of the CASE Act, which established a small-claims tribunal within the Copyright Office.
“Terrica has proven through her work at the Copyright Alliance that she is one of the top copyright policy experts in the United States,” said Sheffner. “Her decision to join the MPA will help us and our member studios navigate this challenging and rapidly changing legal and policy environment, including the novel and complex issues presented by artificial intelligence.”

Carrington received a B.A. from the University of North Carolina with a dual major in philosophy and communications, and her J.D. from the George Mason University School of Law. Carrington is currently an adjunct professor at GMU’s law school, where she teaches copyright law and policy in the Arts and Entertainment Advocacy Clinic; she will continue in that role while at the MPA.
